My Girlfriends Mother Penny Lynn Skipper was murdered
And was hoping for you guys to help us find out more information. I know that the members of this site are very resourceful. Here is the info I have:
Her decomposing body was discovered on March 5th 2008 in a home on 5th st in Dade City. She was alive on 11/18/2007 when stopped by a police officer. They believe that she was murdered between 11/18/2009 and 12/24/2009. The police will not release the information of the suspect in the case, but based upon the information that was provided (that he was arrested in Dade City on 12/24/2009 and served a year long prison sentence.) We suspect that Roy Clemons is the suspect. (DOB 10/13/1979) Penny Skipper (Maiden name Way) was born on 03/13/1963 in Tampa Fl. The police have dropped the ball, and the detective will not release any information. The detective will not return calls, and we are trying to work on this ourselves. If anyone on the site has any ideas or additional resources, please let me know. We would greatly appreciate it. Thanks, Jason |

Okay, these articles have nothing in them. I'll do more searching, of course. In the meantime, here are some questions.
Why was the family not in contact for 18 months? Were they estranged? And if so, why? And if not, were extended non-contact periods the norm? Also, do any of the family know anything about her life style? For example, was she homeless? On drugs? Prostituting? Suffering from some form of dementia? Anything that can be ruled in/out wrt her lifestyle might help to lend some clues to the killer. Speaking of, what were you able to learn about Roy Clemons? Prior arrests? And if so, what were the charges? Is he local, or a transplant, etc. Hmm, can't think of any other questions, atm.

My Girlfriend was adopted by a family in 1980. Penny was her biological mother. Penny was 16 at the time of her birth. My GF has since been able to locate her Biological Father and meet the rest of her family, but unfortunately her mother was murdered prior to ever having the chance to meet her.
She had problems with addiction and the law, and has had prior arrests related to drugs and violence. We believe her to have been homeless, on drugs, and involved in prostitution. According to her other daughter and family, she suffered from bi-polar disorder, and never got over the fact that she gave up my GF for adoption. The reason why we suspect that Roy is the one that the police suspect is because the Detective advised that the person he was "sure of" was going to get off due to insufficient evidence to try him. The detective advised that Penny was Murdered some time between 11/18/2007 (when the police saw her) and 12/24/2007 (when Roy was arrested) The detective gave us the clue that he was arrested on 12/24/07, and we also know that when he was released from jail in Pasco that he went to Prison to serve out a sentence lasting about a year. He was the only one that matched that description, and according to his arrest records his home is walking distance to the house where her body was discovered. Roy's birthplace was in Lakeland Fl. |
